Amazing, people are leaving on foot, not waiting...

Why is it that the asians can figure this out, but our own people can't? People sat in New Orleans waiting for aid for over a week. Aside from the 20 feet of water, what else stopped them from booking it out of the city? Obviously they had enough energy to LOOT EVERYTHING FROM THE BUSINESSES IN THE CITY but apparantly not enough energy to hoof it out on the interstate.
